Protect the Marine Mammal Protection Act – Before It’s Too Late

Passed in 1972 with overwhelming bipartisan support, the Marine Mammal Protection Act (MMPA) was the first U.S. law to safeguard marine mammals from human harm. It has protected dolphins, whales, manatees, sea otters, seals, and other iconic species for over 50 years. Thanks to the MMPA, no marine mammal species has disappeared from American waters, even as industrial pressures have grown. The Act has also helped create the largest wildlife-watching industry in the world while keeping our oceans productive.

A new draft reauthorization bill now threatens to dismantle these protections. The proposed changes would:

 

  • Lower the conservation standard from maintaining healthy populations to mere survival — the weakest possible bar short of extinction.

  • Allow greater harm to marine mammals by gutting limits on deaths and injuries caused by industrial activities such as seismic testing, oil drilling, and commercial fishing.

  • Remove safeguards for endangered species like North Atlantic right whales, humpback whales, manatees, and orcas.

  • Delay urgently needed protections, including a 10-year postponement of new measures to reduce entanglements threatening the North Atlantic right whale.

  • Undermine global conservation by allowing imports from foreign fisheries that kill marine mammals in excess of current U.S. standards.

The Projected Impact

If passed, these revisions would accelerate population declines, increase deaths from entanglement and vessel strikes, and push vulnerable species closer to extinction. Longstanding conservation progress would be undone, eroding decades of science-based management and public commitment to protecting marine life.
